Balancing Growth, Biodiversity, and Climate Goals in Tampere: A Comprehensive Assessment

Various international climate and nature strategies set targets for urban land use. However, attempting to harmonize the goals of growth, biodiversity conservation, and climate change mitigation presents challenges due to potential conflicting interests. The City of Tampere commissioned Akordi to conduct a situational analysis addressing the current state and conflicts between growth objectives, biodiversity values, and climate goals. The objective of this project is to provide an overview of Tampere’s growth objectives and the reconciliation of nature and climate perspectives, highlighting existing conflicts and challenges.
The study takes a holistic view of sustainability dilemmas within Tampere’s different strategies and action plans related to growth, biodiversity, and climate goals. Through interviews with key personnel and major stakeholders, the analysis aims to create a snapshot of the situation, outlining the current status, key challenges, and dilemmas associated with reconciling growth objectives, biodiversity conservation, and climate perspectives. In addition to clarifying the current situation and anticipated challenges, the survey will generate practical suggestions from various perspectives on how these issues can be resolved promptly to strengthen trust in the city administration’s actions. The analysis will provide insights for improving operations and prioritization at various levels of the city administration.
In the initial phase, city experts and leadership will be interviewed, and a snapshot will be created based on the observations from these interviews. The snapshot will be refined in a joint workshop with the interviewees. Later, the snapshot will be presented to a wider audience of city personnel, and potential solutions to identified challenges will be considered. The project will be carried out in phases during the autumn-winter period of 2023-2024.
