Preparing the Jyväskylä Urban Region for the MAL Agreement

In the summer and fall of 2020, the Jyväskylä urban region geared up for the land use, housing and transport (Maankäytön, asumisen ja liikenteen suunnittelukierros MAL) agreement negotiations. Prior to these discussions, municipalities within the urban region, led by the city of Jyväskylä, worked on shaping the content and measures of the agreement. MAL agreements are negotiated between the state and major urban regions. The agreements foster collaboration both between municipalities in the region, and between municipalities and the state in coordinating land use, housing, and transportation.
Participating in the negotiations are the municipalities of Jyväskylä, Hankasalmi, Laukaa, Muurame, Petäjävesi, Toivakka, Uurainen, and Äänekoski. The agreement is expected to be approved by the municipalities’ councils in the summer of 2020. Leading up to this, the municipalities in the urban region, under the leadership of Jyväskylä, are working to shape the content and measures of the agreement. The aim of the preparatory work is not only to define the substance of the agreement but also to ensure its acceptability and the commitment of all municipalities to the draft agreement and its eventual implementation. Akordi designed and facilitated workshops for the preparatory group, and supported participants in creating and agreeing on measures preceding the negotiations.
