Towards results-based systems to mitigate diffuse emissions and promote biodiversity

The Ministry of Agriculture and Forestry has commissioned a preliminary study on the application of results-based systems for controlling eutrophication, greenhouse gas emissions and promoting biodiversity. The work will be carried out in collaboration with Akordi and Antti Iho, Research Director in University of Eastern Finland.

The aim of the work is to identify different indicators that could be used in results-based management system to promote biodiversity, water protection and climate change mitigation and adaptation. The work will result in a preliminary report to serve further projects and practical pilots on results based models in government.

The work will consist of two phases. The first will examine the links between measurement and results-based models in the broad context of mitigating diffuse emissions from agriculture and forestry and promoting biodiversity. The review will draw on the literature and on practical examples from around the world of the use of results-based models or similar applications. The review will be supported by researcher workshops to discuss the limiting conditions for measurement and to identify appropriate indicators for different environmental problems. The workshops will synthesise answers to the key questions of the preliminary study:

  • What do the specificities of agriculture and forestry mean for results-based systems and in particular for the indicators used in them?
  • What opportunities do new technologies offer for the development of results-based systems?
  • How should the reliability and technical verifiability of indicators be taken into account?

The second phase will focus more specifically on the selected indicators and environmental problems. For example, the applicability of results-based models to measure nutrient emissions from agriculture or changes in forest biodiversity may be considered. These will focus on practical implementation, and on the accuracy and performance of measurement from a management perspective. The work will be completed by the end of 2024.
