Preliminary assessment regarding the updating of Finnish national land use guidelines

Akordi was a partner in a preliminary assessment regarding the updating of Finnish national land use guidelines. The assessment was performed in collaboration with the University of Eastern Finland Law School.
The national land use guidelines are a planning instrument and system required by the Finnish Land Use and Building Act. Their purpose is to ensure that certain matters of national importance are considered in land use planning and government administrative processes. These include biodiversity, opportunities for industry and trade innovations, and climate change among others.
Overhauling the Land Use and Building Act is currently underway. This created the need to examine how the guidelines would need to be updated as well. The Ministry of the Environment commissioned this preliminary assessment to specifically aid in reviewing how the guidelines should be renewed. The assessment was performed in collaboration with the University of Eastern Finland Law School.
The assessment consisted of two parts. As a start, a comprehensive online survey was used to discover the views and experiences different stakeholders had on the guidelines and their development needs. The survey was then supplemented by seven facilitated workshops. The workshops enabled discussions regarding expectations and interests of different stakeholders, and inventing commonly accepted solutions for disputed issues. Akordi was responsible for both the survey and the workshops.
The second part of the assessment was a legal analysis of the national land use guidelines. This part was done by the University of Eastern Finland Law School. The assessment was completed in summer 2022.
