Stakeholder engagement on key issues related to the establishment of a producer resposibility organization under the Wastewater Directive

The Ministry of the Environment is currently working on a project to prepare the amendments to national legislation required by the revised EU Urban Wastewater Treatment Directive. One significant change relates to the removal of micropollutants from wastewater and the coverage of the resulting costs through producer responsibility. In the context of this directive, producer responsibility applies to the pharmaceutical and cosmetics industries, which has sparked a national debate on, among other things, the fairness of the system and its feasibility.

To support the legislative process, Akordi designs and facilitates workshops for stakeholders convened by the Ministry of the Environment. The purpose of the workshops is to resolve outstanding issues related to the establishment of a producer responsibility organization, as well as to facilitate interaction among stakeholders and foster understanding of different interests.

The workshops were preceded by a series of background interviews to map out the views of key stakeholders on key issues related to the producer responsibility organization. Informal, confidential discussions helped identify key issues that would arise during the process and plan the implementation of negotiations and interaction in a way that ensures the discussion of matters deemed important is perceived as meaningful.

The results of this work will help drafters of legislation identify various implementation options, their necessity, and their potential impacts. Finally, the results will be presented in a webinar to which representatives of stakeholder groups and the Ministry of the Environment’s project monitoring and expert groups will be invited.
